Dr. Bae Sang-Myung established the Sangmyung Academy of Higher Learning for the Young on December 1, 1937, for the purpose of educating young Korean women. This was the time of the Japanese occupation, a period of suffering for the Korean people; women had few if any opportunities to receive an education. On July 15, 1945, following the Japanese withdrawal from the Korean peninsula, Dr. Bae and others created the Sangmyung Academic Foundation. The name was later changed to: School Foundation Sangmyung Academy, on April 18, 1964.

In 2005, the School Foundation Sangmyung Academy held its 64th anniversary. In the intervening years, the Academy oversaw many changes to the organization and structure of the school we now know as Sangmyung University, including the dramatic evolution of its curriculum and the move to become a coeducational institution in 1996. Over the years, a girls' high school, a middle school, an elementary school and a kindergarten were attached to Sangmyung University's Teachers' College. Today the Academy educates approximately 13,000 students a year. Countless Sangmyung University graduates have become respected leaders of their communities.

The Administrative Bureau of Sangmyung's Academic Foundation is in charge of managing the schools attached to Sangmyung University's Teachers' College. These include a girls' high school, as well as a middle school, an elementary school and a kindergarten. The Bureau is responsible for all major policy decisions for the schools including decisions related to personnel. It provides financial support and ensures the schools follow the precepts laid down in the university charter.
The Administrative Bureau also manages certain revenue generating businesses attached to the university, such as a leasing business and a reforestation business.
